Elysia Solomon is a results-driven and operationally-focused legal executive with more than 20 years of experience advising healthcare and retail organizations on complex regulatory, compliance, litigation, contracting, and data privacy and cybersecurity matters. She is known for translating highly complex and emerging legal issues into clear, actionable guidance that aligns with business strategy and operational goals. Having counseled both Fortune 100 public companies and startups, Elysia partners closely with executive leadership, delivering legal and business solutions designed to mitigate risk while enabling innovation and growth.

Prior to joining OGC, Elysia served as Group Vice President and Chief Counsel for Health, Pharmacy, Technology and Privacy at Albertsons Companies. In that role, she advised C-suite and senior leadership across the company’s Pharmacy and Health, Technology, Corporate Development, and Privacy divisions. Her work supported managed care relationships, digital health initiatives, AI implementation, marketing operations, and the company’s “Food is Medicine” platform. She also served as Head of Legal Operations, leveraging emerging technology and process innovation to establish scalable systems that improved efficiency, consistency, and collaboration within the legal department.

At Albertsons, Elysia:

  • Established and implemented AI, data, and privacy governance frameworks aligned with evolving regulatory standards, and provided support for product development, marketing, fraud, waste, abuse, and cybersecurity
  • Negotiated and drafted complex agreements with Medicare/Medicaid health plans, healthcare providers, and technology companies
  • Performed crisis management and developed enterprise-wide response strategies for regulatory, litigation, and policy risks in collaboration with leadership, government affairs, communications, and investor relations
  • Developed and co-chaired the AI Governance Committee and established and chaired the Pharmacy and Health Compliance Committee, partnering with leadership to proactively manage high-priority risks
  • Identified potential tech and health partnerships, performed due diligence, and advised on M&A transactions and joint ventures

Earlier in her career, Elysia held progressively senior leadership roles at Humana, including Head of Litigation and Investigations; Head of Clinical, Privacy and Technology Legal; Deputy General Counsel and Senior Vice President; and Chief Privacy Officer. She managed the strategy, budget, and administration of an 80-plus-person legal department and led significant operational improvements, including modernization of contract management and legal processes.

At Humana, Elysia:

  • Advised the Board and executive leadership on matters involving the False Claims Act (FCA), Medicare Advantage, Medicaid, clinical operations, privacy, cybersecurity, and technology, including AI ethics, IP, cloud transformations, and interoperability
  • Negotiated with state and federal regulators and enforcement agencies and helped shape responses to emerging regulatory and enforcement trends, particularly in AI, IP, privacy, and cybersecurity
  • Developed and executed risk management strategies to handle cybersecurity incidents, drive growth, and support clinical healthcare facilities, home health, and digital healthcare delivery
  • Oversaw major investigations and litigation, including FCA matters, cybersecurity incidents, antitrust issues, and complex payor-provider disputes
  • Played a leadership role in enterprise risk management and supported the DOJ second request and trial process related to a proposed $34 billion merger
  • Led integration of clinical and digital health acquisitions and joint ventures

Elysia has also provided fractional General Counsel services for healthcare startups through Owl Advisors, PLLC. She began her career in private practice as Counsel at O’Melveny & Myers, representing healthcare, financial services, pharmaceutical, and insurance clients in bet-the-company litigation and government enforcement matters. She also served as a public defender in the newly independent Republic of Palau and clerked for both federal and Palauan courts. Elysia earned both her J.D. and B.A. from the University of Chicago.

She serves on the boards of several legal and creative nonprofit organizations and is passionate about expanding access to legal services for those most in need through technology, supporting educational institutions, and amplifying contemporary artists’ voices. Elysia lives on the South Shore of Boston and is currently in the process of writing her first novel.
